The paper is motivated by the observation that expenditures on health, as a fraction of GDP, have been increasing in many developed countries in the last several decades. The rising share of health spending is a major concern in the U.S., and it has increased from around 5% in the 50s to 15% in 2000. The main questions that the authors attempt to answer are: (a) What is that cause behind the rising share of health spending? (b) Is the rise in health share spending efficient? (c) Will the share of health spending continue to rise in the future, and how far will it rise? These questions are of major importance, given the large share of health spending that we already have.
